Why is it taking so long to pass strong Copyright Legislation in Afghanistan?

Intellectual property shouldn't really be a prority in a country where women get raped and beaten, set on fire and denied an education. Id think in a country in such total and utter chaos as Afghanistan that copyright would be a really really low priority.Why is it taking so long to pass strong Copyright Legislation in Afghanistan?Perhaps because they are trying to survive day-to-day before considering intellectual issues like who is stealing songs online?
