What major legislation has Obama personally passed that have significantly changed America?By choosing as the "best answer" an obviously wrong answer, the asker was not really asking a question in the sense that they were trying to find the correct answer. They just wanted someone to post what they personally wish was the answer to suit to their own preconceived notions.

When Obama was elected to the U.S. Senate, he said he wished to get things done rather than grab headlines.
He teamed with Sen. Richard Lugar, R-Ind., to study the dangers of nuclear proliferation and pass legislation meant to keep nuclear material from falling into the hands of terrorists.
Obama also joined with Sen. Tom Coburn, R-Okla., after Hurricane Katrina to improve oversight of federal spending.
And he shared billing with a Republican presidential hopeful when he joined Arizona Sen. John McCain in sponsoring legislation that called for sharp, mandatory cuts in greenhouse gas emissions.

Well, nobody has ever "personally" passed legislation. In the Senate, a bill can be introduced by an individual but is then immediately sent to a committee which analyzes and modifies it. Following this, it goes to the floor where it's debated, further modified, and voted on. Depending on how the vote goes the bill either dies, goes to another committee for more modification, or to the President for approval.
So your question is a difficult one to answer because passing legislation is a collective activity. Also, specificity is important -- Are you asking what bills he's introduced or contributed to in the U.S. Senate? In the Illinois State Senate? Either? Are you just asking for his most far-reaching, tangible accomplishments?

Obama passed legislation with Republican Senator Jim Talent to give gas stations a tax credit for installing E85 ethanol refueling pumps. The tax credit covers 30 percent of the costs of switching one or more traditional petroleum pumps to E85, which is an 85 percent ethanol/15 percent gasoline blend.
-After a number of inmates on death row were found innocent, Senator Obama worked with law enforcement officials to require the videotaping of interrogations and confessions in all capital cases.
-His first law was passed with Republican Tom Coburn, a measure to rebuild trust in government by allowing every American to go online and see how and where every dime of their tax dollars is spent.

None of these Senators have done anything that makes me want to vote for them. McCain is counting on me voting against Hillary, Obama is counting on you voting on his skin color, Hillary is counting on you falling asleep in the booth, and hitting the wrong button.
