No. That's just a reason to throw a white guy in jail for longer if he hits a black guy, even though the black guy could have been threatening him or something else. Hell, two white guys fight, they hate each other, and its not a hate crime. But suddenly a white and a black guy fight and the white guy gets sent to jail for so much longer?
