They have a signing ceremony when the bill is important, makes a significant change, and has gotten a lot of media and public attention.
Every president has done it.
The people around are Congressional leaders and those who helped get the bill passed.
Obama has signed 420 pieces of legislation since he's been president.
You have not seen that scene 420 times.
