One would probably be surprised how bills go through the chambers of congress without being read or understood. Congressional aids do read over bills or at least scan over them. These bills are put together by several different members of congress, several different committees and in both chambers of congress. These bills are thrown together, along with the ear marks and any more extras. This has nothing to do with any specific administration it has been going on for years. The way bills are put together by so many is why the end up being eight, ten, fifteen or twenty thousand pages long. None of them read any of the bills they vote for, and it goes right down the line to the law clerks who read the laws and do research for the supreme court justices that pass rulings on legislation whether it's constitutional or not. Most congressional legislation is not read by Congress. It is read by the congressmens' aides who report back to them and help them decide how to vote on the issue to reflect their constituents' ideals (so they can get reelected).
