What is the difference between a 'policy' and 'legislation'?

I ask before. But, it wasn't clear enough. o_o.What is the difference between a 'policy' and 'legislation'?Policy is a way of doing things, a guiding philosophy, a modus operandi.

Ex: Bush's foreign policy (we'll do it alone) vs. Obama (we're not doing this by ourselves).

Legislation is a law, its legally binding and must be followed.



Legislation is the result of policy. Policy is the umbrella that guides legislation.

E.g. Obama's healthcare reforms are government policy



The legislation is the formulation of that policy and as a finished product has legal effect
