Obama wants to frame conservatives in Congress, as completely unreasonable. He therefore has not submitted anything other than speeches, press conferences, and veto threats for them to go by. No real guidelines. Boehner simply needs to do his job by orchestrating bills, which will pass Congress. He can't allow himself to worry about the Senate, or the President. What Obama, and the Senate do is beyond Boehner's control, will be viewed as such, and punished by the people in the upcoming election.Where's the "Plan" from the president; how about some draft legislation?His plan is to demagogue any republican plan.
