Violations of Codes of Practice are not always necessarily punishable by law but punitive action may be taken by the organisation.
Legislation, on the other hand, is enshrined in the judicial system and applies to all citizens. Violations are punishable by law, by the state.
I'm not entirely sure what obligations the UK has to the EU in relation to legislation but if the UN system is anything to go by, a member state should legislate any treaties it ratifies. And no treaties in the EU will be entered into unless all member states approve it.
